Check out this video tutorial showing you how to perform the Bergkamp flick on PES 2012.
Apparently, it only works for players who have the Flicking Skills (S11) player card activated - for example, David Villa, Lionel Messi and Cristiano Ronaldo.
This trick doesn't work every time and it does take time to perfect, so we suggest you practice in Training mode before you try to attempt this skill in a competitive match.
